AfriForum lambasting Sicelo Shiceka.
AfriForum's spokeman, Cornelius Jansen van Rensburg, said that the minister of cooperative governance and traditional affairs Sicelo Shiceka should be fired for his incompetence.
AfriForum - an independent watchdog group - denounced the ineffiicient local policy of planning and managing the access to water and electricity.
Cities such as Dealesville and Winburg near Bloemfontein, south of Johannesburg, don't have access to water.
According to AfriForum, when Eskom, the firm generating, transmitting and distributing 95% of the electricity used in South Africa, tried to cut off the electricity in more than 50 municipalities in June, Sicelo Shiceka didn't react.
Later, the minister answered that these comments were "alarmist and baseless" and that "local government is functioning but is far from perfect".
Only Jacob Zuma, the South African president, may arbitrate the controversy.

Polémique entre AfriForum et Sicelo Shiceka
Cornelius Jansen van Rensburg, le porte-parole d'AfriForum, a ouvertement critiqué le Ministre de la Gouvernance participative et des Affaires traditionnelles Sicelo Shiceka.
En effet, AfriForum, une organisation indépendante visant à aider les minorités sud africaines en participant au débat politique, dénonce une politique locale inefficace en ce qui concerne la mise en place et la gestion de services municipaux tels que l'accès à l'électricité et à l'eau.
Des villes comme Dealesville et Winburg (situées près de Bloemfontein, au sud de Johannesbourg) par exemple n'ont toujours pas accès à l'eau.
Aussi en juin dernier, quand Eskom (entreprise générant, transmettant et diffusant 95% de l'électricité utilisée en Afrique du Sud) a tenté de couper l'électricité dans plus de 50 municipalités, Sicelo Shiceka n'est, selon AfriForum, pas intervenu.
Peu après, le ministre a répondu que ces propos étaient "alarmistes et injustifiés" et que "le gouvernement local fonctionne" même si il est "loin d'être parfait".
Seul le président Jacob Zuma pourra arbitrer cette controverse.
