How to dismantle a poaching organisation?

Shootouts have broken out in the Kruger National Park where five suspects were killed, and near the border with Mozambique where two men were also killed by the South African elite police unit - the Hawks.

The police unit has been tracking down organized syndicates which use high-tech equipment and helicopters to hunt the rhinos in the Kruger National Park, these men were suspected to be rhino poachers.
The authorities have found two rhinos horns and a high-calibre hunting rifle on the shooting scene.

The horns are sold on the black market for medicine and aphrodisiacs in the Far East or Yemen.

According to WWF, 333 rhinos, which belong to the world's most endangered species, were killed in 2010 on South African soil, a 10% increase from the previous year.


My opinion:
I think it's a good thing to fight against rhino poaching, because this animal is threatened with extinction. But I know that the men who have been killed were the "arms" of this illegal organisation, and to dismantle it the authorities have to find the "brains", the men who are controlling and ordering this hunt. So in my point of view the Hawks shouldn't have killed these people, but they might have interrogated them to stop this activity.



Chasse aux braconniers

Des fusillades ont éclaté dans le parc Kruger, opposant l'unité délite de la police sud-africaine, les Hawks, où cinq hommes soupçonnés de braconnage ont été tués, alors que deux autres étaient abbatus près de la frontière avec le Mozambique.

Les Hawks ont traqué les membres de ce réseau qui opérait avec de l'équipement high-tech et des hélicoptères dans la réserve protégée en quête de rhinocéros.
2 cornes et un fusil de chasse de gros calibre ont été retrouvés par les autorités sur les lieux.

Les cornes des animaux sont vendues au marché noir en Extrême-Orient ou au Yémen, pour en faire des médicaments et des aphrodisiaques.

Selon le WWF, 333 rhinocéros, une des espèces les plus menacées d'extinction, ont été tués en Afrique du Sud au cours de l'année 2010, c'est 10% de plus que l'année précédente.


Mon opinion:
Il est important de lutter contre le braconnage des rhinocéros et contre l'extinction de cette espèce menacée, mais il me semble cependant abusif de tuer sept hommes, sans se préoccuper de trouver les dirigeants de ces opérations de chasse illégale afin de démanteler ce réseau.

Les parents, auxiliaires de l’école

Dimanche, le ministère provincial de l'éducation a déclaré que 250.000 livrets scolaires seront distribués aux élèves du Gauteng d'ici quelques jours afin que les familles aident leurs enfants pendant leur scolarité.

Selon Barbara Creecy, membre du ministère, la brochure vise à aider les familles à jouer un rôle plus actif dans l'éducation de leurs enfants. Le système éducatif ne pourra fonctionner que lorsque les 3 pôles: éducateurs, élèves et parents travailleront en synergie.

Un atelier préparatoire a été organisé avec les parents de Diepsloot Combined School et de Reshomile Primary School ce dimanche matin pour discuter de leur rôle au sein de l'éducation de leurs enfants. Ces ateliers auront lieu dans tous les 790 écoles primaires les moins performantes de la province.

Par conséquent mercredi prochain, des membres du Conseil exécutif du Gauteng iront dans plusieurs écoles de la province pour s'assurer qu'elles seront prêtes pour le début de cette nouvelle année.

Opinion : C'est une très bonne initiative, en effet elle permettra d'aider de nombreux élèves, de les faire progresser, et de leur apprendre de nouvelles choses. Mais pour cela il faut aussi prévoir un encadrement pour les parents.

A new role for parents

The provincial department of education said on Sunday at Johannesburg that 250 000 parental support booklets will be distributed to school children in Gauteng over the next few days to help students during their schooling.

Barbara Creecy said that the booklet is intended to help Gauteng families to play a more active role in their children's education. The education system would succeed if the three partners - educators, learners and parents - could work together.

On Sunday morning, an induction workshop was attended with the parents at Diepsloot Combined School and Reshomile Primary School to discuss their role in the education of their children. These workshops would be organized in all the 790 under-performing primary schools in the province.

On Wednesday the Gauteng Provincial Executive Council would be visiting many schools in the province to check if they are ready for the beginning of the year.

My point of view: It's a good project because it will help many pupils. But parents must also be provided with a framework. Then, why not generalize this project to the whole country.

Nouvel an sanglant

Le 1er janvier, un agent de police a tué trois personnes et blessé deux autres dans un étrange déchaînement de violence à Durban.

Très tôt dans la matinée du samedi, cet agent a quitté son domicile en compagnie d'un ami après une étrange discussion. D'après celui-ci, il lui aurait part de son intention de s'en prendre à quelqu'un. Cet ami, a demandé à être déposé à Mobeni.

Après cela, l'agent de police s'est rendu chez sa petite amie. Il a demandé à la voir mais il y eut une altercation entre la famille et lui-même. Il a tiré sur sa petite amie et a abattu sa sœur et son frère. Il a ensuite quitté la maison et est allé rejoindre son ami.

Le hasard a voulu qu’il le retrouve au moment où ce dernier était victime d’une agression en pleine rue. Il a aussitôt reproduit ce qu'il venait d'accomplir et a tiré sur les agresseurs. L'un est mort sur le coup et l'autre a été blessé à la main.

Il s'est ensuite dirigé vers Klaarwater où il s'est tiré une balle dans la tête. Le motif de la première fusillade reste toujours inconnu.

Trigger-happy new year

Last Saturday an off-duty police constable shot dead three people and injured two others in Durban, KwaZulu-Natal. "He shot his girlfriend, her sister, her brother and two alleged robbers", said Colonel Vincent Mdunge.

The officer had dropped a friend early on Saturday when their conversation became "weird", said his friend as he told him he was going to assault somebody.

After dropping his friend, the officer drove to his girlfriend's home in C Section, Umlazi. But there was an altercation with her family and he shot his girlfriend, her sister and her brother. Only his girlfriend survived but remains in a critical condition.

When he came back to pick up his friend, he found him being robbed by criminals. He killed one of them and injured the other in the hand. Finally he shot himself in the head on a roadside near Klaarwater.

Second civil war in Ivory Coast?

Thabo Mbeki, who was the South African president from 1999 to 2008 after being recalled by the African National Congress, is right now the African Union's mediator in Ivory Coast. The goal of his visit is to ease the current political tension between the two opponents for the presidency with outgoing president Laurent Gbagbo objecting to the legal election of Alassane Ouattara.

After the death of Felix Houphouët-Boigny who knew to control and resolve the ethical and religious problems between the Muslims in the North and the Christians in the South, the apparition of the "ivority concept" by Henri Konan Bedié and the putsch directed by Robert Guéï, Ivory Coast has already suffered from two coups d'états in 1999 and 2001 and a civil war from 19 September 2002 to 4 March 2007.

This event could herald a new violent era, opposing Gbagbo's and Ouattara's partisans. Even if the UN is supporting Ouattara and is supposed to act for the peace it will be very difficult for Thabo Mbeki who is the only one who can talk with the two men to stop this political crisis and to bring back peace.

Thabo Mbeki, ancien président d'Afrique du Sud de 1999 à 2008 a été rappelé par le Congrès National Africain et chargé par l'Union Africaine de venir au secours de la population ivoirienne. L'enjeu de cette mission de médiateur est d'apaiser la tension politique entre les deux candidats à la présidence.

Le président sortant, Laurent Gbagbo, conteste l'élection pourtant démocratique et légale d'Alassane Ouattara.

Après la mort de Félix Houphouët-Boigny qui savait gérer les problèmes ethniques et religieux entre les Musulmans au Nord et les Chrétiens au Sud, la Côte d'Ivoire a vu naître le concept d' "ivoirité" créé par Henri Konan Bedié et le putsch dirigé par Robert Guéï, elle a ainsi subi deux coups d'états en 1999 et 2001 et une guerre civile du 19 septembre 2002 au 4 mars 2007.

Cet évènement pourrait amener une nouvelle période de violence entre les partisans de Gbagbo et ceux d'Ouattara.

Même si l'ONUqui soutient Ouattara est censée oeuvrer pour la paix, le rôle de Thabo Mbeki, qui peut communiquer avec les deux hommes, sera difficile.

Former CEO denied R45-million

On Friday in Johannesburg Jacob Maroga, the former Eskom CEO lost his claim for unfair dismissal. After a year of legal wrangling, Maroga lost his bid to be paid or to be reinstated when the High Court rejected his claim.

He used to earn 5 million dollar a year paid by the power utility sate company, his lifestyle included a dedicated driver for him and his family, security for his Midrand home and insurance for his Mercedes-Benz.

Jacob Moraga expected Eskom to pay him R45-million during the remainder of his renewable five-year contract. Eskom opposed his claim on the grounds that his employment contract had been finished because he offered his resignation. Judge Masipa said that his contract of employment was validly terminated for poor performance. Maroga gave two other versions for his denial but the judge considered them implausible.

Un procès de perdu, une belle vie aussi

A Johannesburg, Jacob Maroga, l'ancien patron de l'Eskom, grande compagnie sud-africaine de production et de distribution d'électricité, a perdu son procès après un an de bataille juridique. Il avait demandé au tribunal d'être dédommagé ou d’être rétabli dans ses fonctions mais sa demande a été rejetée par la Haute Cour ce vendredi.

Il menait la belle vie puisqu'il gagnait 5 millions de dollars par an, il avait un chauffeur personnel pour lui et sa famille, son domicile était protégé et sa voiture, une Mercedes-Benz, d'une assurance tandis que le garage et l’entretien étaient payés par son entreprise.

D'après Maroga, l'Eskom devait lui verser 45millions de dollars parce qu'il lui restait 5 ans de contrat. Pour se défendre l'Eskom a plaidé que Jacob Maroga avait proposé sa démission. Le juge Masipa a déclaré que le contrat de Maroga avait été résilié pour manque de résultats. Les deux récits successifs de Maroga pour nier le fait qu'il ait démissionné ont été jugés peu crédibles, par conséquent l'Eskom a remporté le procès et n'a dû débourser aucun indemnité.

Christmas party struck by lightning

Friday in Kwazulu-Natal, a lightning strike killed seven people, and forty others were injured. Thirty victims remained hospitalized Saturday said Mashu Cele, a spokeswoman for the province's social development department.

During the afternoon at a nursery school Christmas party, the lightning came through the window into the room. It killed two parents, two teachers, a gardener, a nursery school director and a 4-year old child. "It happened so suddenly... They were inside enjoying their Christmas party . Cele said. The province's social development minister was visiting the site to investigate.

Sept personnes foudroyées dans une crèche

Dans une crèche de Kwazulu-Natal, 7 personnes ont été tuées par la foudre pendant la fête de Noël et 40 autres blessées, a rapporté Mashu Cele, porte-parole du service de développement social de la province.

Dans l'après-midi de vendredi, 2 professeurs, 2 parents, un jardinier, le directeur de la crèche et un enfant de 4 ans ont perdu la vie. Samedi, 30 personnes étaient encore hospitalisées a déclaré Mrs Cele.

SA versus HIV

South Africa is the country which is the most infected with HIV (Human Immunodeficiency Virus) in the world with 5.7 million cases, according to data of the UN program on HIV/AIDS (UNAIDS). 18 % of the inhabitants aged between 15 and 49 years old are infected with the virus and the life expectancy is 49 years old.

The government is trying to reduce this number below 200,000 infections a year by 2020. It is also making more effective plans to cut the number of transmissions from infected parents to their children. But these investments are estimated at $102 billion according to the UNAIDS report.

This money will be spent on drugs, to increase the number of people receiving treatment and to prevent the spread of this terrible disease affecting the immune system of the patient.

33.4 million peoplein the world are suffering from HIV infection which causes the AIDS disease but only 5.2 million have access to treatment and drugs.

Thanks to the strides made by African populations, the number of new infections has decreased by 25% since 2001.

Afrique du Sud contre Virus d'Immunodéficience Humaine

Avec 5,7 millions de personnes séropositives selon le programme des Nations Unies sur le VIH/SIDA, l'Afrique du Sud est le pays le plus touché par le VIH. 18% de la population âgée de 18 à 49 ans (espérance de vie moyenne) en est infectée.

Le gouvernement se penche sur le problème: il envisage des programmes plus efficaces afin de réduire le nombre de transmissions de parents porteurs du virus à leurs enfants et a pour objectif d'amener le nombre d'infections par an à moins de 200 000 d'ici 2020.

Les dépenses pour atteindre ce but s'élèveraient, selon le rapport des Nations Unies, à 102 millions de dollars.

Cette somme d'argent sera consacrée à l'achat de médicaments afin d'augmenter la part de malades recevant un traitement et pour prévenir la transmission de cette maladie qui détruit les défenses immunitaires humaines.

De nos jours, seulement 5,2 millions de personnes contaminées par le VIH qui peut se développer en SIDA reçoivent un traitement sur 33,4 millions dans le monde entier soit environ 15%.

Le nombre de nouvelles infections a été réduit de 25% depuis 2001 grâce aux efforts consentis par la population africaine.

The objectives of South Africa

President Jacob Zuma said in Seoul on Thursday that the leaders of G20 nations have to put the interests of the global economy ahead of their national economies to prevent a global currency war.

Leaders around the world must act to prevent the recent round of currency devaluations from turning into a global currency war so they have to find an effective solution in the short time.

Zuma said that Africa survived the global financial crisis better than expected and continued to grow thanks to the expansion of domestic demand.

Using this period of slow growth South Africa took the opportunity to set up a major infrastructure investment program and spent R120-billion a year on electricity supply, roads, rail, harbours and other economic and social infrastructure.

L'Afrique du Sud prépare l’avenir

Jeudi à Seoul, à l’occasion du sommet du G20, le président Sud-Africain a déclaré qu'il faut trouver une solution efficace à court terme pour empêcher une guerre monétaire mondiale.

La crise économique mondiale a permis de montrer deux choses sur la croissance de l'Afrique: la première est que la politique économique des pays africains s'est si bien améliorée qu'ils ont pu traverser la crise et la deuxième est que cette croissance continue d’être nourrie par la demande intérieure.

L'Afrique du Sud profite de cette période de croissance lente pour investir massivement pour près de 120 milliards de dollars dans son réseau électrique, la construction de routes, ports ou voies ferrées et autres infrastructures et parallèlement à améliorer l'éducation, les compétences et le développement des ressources humaines.

Un appel présidentiel inattendu

Le 31 octobre, la députée du Cap, Fatima Chohan est devenue secrétaire d'état aux Affaires intérieures après avoir reçu un appel téléphonique l'informant que le Président Jacob Zuma souhaitait lui parler.

Chohan était Présidente de la commission parlementaire sur l'éducation primaire depuis 14 ans. Après avoir quitté précipitamment son épicerie, afin de pouvoir s'entretenir avec Jacob Zuma, celui-ci lui a annoncé sa nomination au poste de secrétaire d'Etat des affaires intérieures. Suite à l'annonce du Président, la parlementaire s’est déclarée bouleversée d'être si rapidement promue à ce poste.

Elle a déclaré qu'elle était heureuse de pouvoir désormais travailler avec la Ministre des Affaires intérieures Nkosana Dlamini-Zuma qu’elle juge très expérimentée.

From the grocery to the ministry

Last sunday, parliamentarian Fatima Chohan, after a phone conversation with the President Jacob Zuma, was promoted to a new position of deputy minister of home affairs. Chohan had been chairman of the portfolio committee on basic education for 14 years. After receiving a telephone call informing her that President wanted to talk to her, she had to abandon her grocery and Jacob Zuma announced that she was the new deputy minister of home affairs. When she learnt this news, she was in shock.

In an interview, she said that she was very pleased to be working with Nkosana Dlamini-Zuma, a great minister.
