Last Tuesday, the Treasury announced a 115.9 million rand (about $15 million) additional funding allocated to the presidency for the use of national expenditure.
A sixth of the budget will be dedicated to salary increases, higher than expected including for the national budget commission.
Half will be transferred from the communication department of the government to the presidency for the Brand SA project, the country’s international marketing council.
Nearly one-third or 40 million rand will be reserved for unexpected and unavoidable expenses, including 20 million rand for legal services.
Then, the president's office will be equipped with 5 million rand to allow Mr. Zuma to exercise its mandate in the best conditions.
Finally 1.5 million rand will be used for State funerals.
Since Jacob Zuma took office, the presidential fund has increased significantly.
That is why the opposition criticizes the poor distribution of the budget. For example, for the first three years the President’s term, the National Organization of Youth Development has not received any additional funding for its festival.
Une petite augmentation pour le Président
Mardi, le Trésor a annoncé que 115,9 millions de rand supplémentaires (environ 15 millions de dollars), seraient alloués à la présidence pour servir aux « dépenses nationales ».
Un sixième du budget sera dédié aux augmentations de salaires, plus élevées que prévu, concernant en particulier la commission du budget national.
La moitié sera transférée du service communication du gouvernement à la présidence, pour le projet Brand SA., l’organisme qui assure la promotion du pays.
Près du tiers, soit 40 millions, sera réservé aux dépenses inattendues et inévitables, dont 20 millions pour les services juridiques.
De plus, le bureau du président se verra doté de 5 millions pour permettre à monsieur Zuma d’exercer son mandat dans les meilleures conditions.
Enfin 1,5 million sera utilisé pour les funérailles d’Etat.
Depuis que Jacob Zuma a pris ses fonctions, les fonds présidentiels ont nettement augmenté.
Voilà pourquoi les critiques venant des opposants fusent: ces derniers déplorent la mauvaise répartition du budget. Par exemple, tout au long des trois premières années du mandat du président, l’Organisation Nationale du Développement de la Jeunesse n’a reçu aucune somme supplémentaire pour son festival.
